Could it be a photon?
Well, it could be. There are many possible answers, but only one is what the riddle maker has in mind, and it’s not a photon

I’m going to go with Atomic Andy’s answer – snowflakes.
I could see where snowflake would make sense however it doesn’t snow all over the world so my guess would a rain drop. Since when you touch it dies and there is more than one drop and I think it rains mostly every where more so than snow
